The World Bank wanted to use technology to ensure different economic strata were represented in randomised sampling
In addition to implementing the survey contents, CWEST delivered multi stage, stratified randomised distribution of households and the tools to organise them in a travel efficient manner.
As a result the world bank could answer the questions "does development money get captured by the elite or does it reach the intended recipients?".
